The information systems of the Notariat obtain the National Security Scheme of high level
«Notaries are aware that information and communication technologies need maximum security as befits our public function. This seal is the recognition at the highest level of the commitment assumed by the notary in the technological field, putting the best available means at the service of preventive legal security», explains Luis Fernández-Bravo, delegate of new technologies of the General Council of Notaries.
The ENS means for citizens the guarantee that the information systems of the notary with which they relate meet the necessary security conditions to safeguard their information and their rights.
The ENS has been obtained by ANCERT, the Notarial Certification Agency and technological center of the General Council of Notaries, responsible for the entire process of modernization and technological development of notaries for more than 18 years and certifies «all the information systems that support the activities that are provided to the group of Spanish notaries for the exercise of their public function from ANCERT». «It is the recognition of an extraordinary work developed by the entire professional team of the company and specifically the security area, which has allowed us to obtain an official seal to what had already been a procedure and way of working embedded in our DNA since our foundation in the preservation of security in all communications and information exchanges», said Mario Abascal, CEO of ANCERT.

The high-level ENS seal certifies, among other things, the circulation through secure channels of more than thirty million electronic copies of notarial documents per year.
Only in 2020, the telematic services platform of the Notariat allowed the sending of 8 million electronic copies of notarial documents to the Administrations, about 2.5 million electronic copies to the registries and the cadastre and hundreds of thousands of telematic settlements, certifications or referrals of data to different public bodies.
This headquarters houses the second largest database in Spain: the Single Computerized Notarial Index, which stores and electronically classifies the content of the deeds and public acts authorized by the more than 2,800 notaries existing in our country. This database has parameterized and anonymized information on more than 135 million public documents, more than 41 million natural persons and more than 3.5 million legal entities. It also guards the Real Owner Database, which allows public authorities to know who are the people hidden behind a company and the Database of People with Public Responsibility.
This seal offers guarantees that security is applied in its three fundamental axes: applications and services offered to citizens; custody and processing of data; and the life cycle of services, from their initial conception to their start-up and operation. This certification requires for the high level to comply with 75 security measures, classified into three categories: organizational framework, operational framework and protection measures.
The scope of the ENS includes the two data processing centers of ANCERT, the SIGNO environment of the notaries, the Notarial Portal of the Citizen and all the information systems that support the services of Single Computerized Index, prevention of money laundering, telematic processing with the Public Administration and services with financial institutions.
In addition, it provides qualified signature certificates in accordance with the European Regulation on Identification and Electronic Signature (EIDAS), with cross-border recognition throughout the EU and has established document communication bridges at European (EUDOC) and Ibero-American (IberRed) level.
